The permissions and apparence of the CHM will be different for different users.
Access levels will include individual users, project participant, consortium member and public.
Permissions will be read, add/upload, edit/replace and delete on data and metadata provided to the CHM.
The user providing data to the CHM registry will have all rights to
edit the metadata, replace or delete the provided data.
The consortium members will always have read access to data and metadata,
but read access to the individual dataset may (perhaps...?) be embargoed for a limited time
on the decision of the file owner, project members and/or the project leader.
All data provided to the CHM should eventually be publicly available
with no read protection.
